His distinguished career includes previous roles as Executive Vice President, Provost, and Dean of the John Sealy School of Medicine. Dr. Mouton has also served as the interim President of UTMB and Vice Dean for Academic Affairs. His leadership is characterized by a deep dedication to medical education, community health, and advancing research in critical areas such as women's health and health disparities.

Dr. Moutons academic journey began at Howard University College of Medicine, where he served as Professor and Chair of the Department of Community and Family Medicine. He obtained his undergraduate and doctoral degrees from Howard and later pursued further education at prestigious institutions, earning a Masters Degree in Clinical Epidemiology from the Harvard School of Public Health and an MBA from Tennessee Technological University. Before joining UTMB, Dr. Mouton was the Senior Vice President for Health Affairs and Dean of the School of Medicine at Meharry Medical College in Nashville, where he established the institutions first Clinical Simulation Center and contributed significantly to its Master of Public Health program. 

Dr. Mouton has been recognized as a Fellow of the Gerontological Society of America, the American Academy of Family Physicians, and the American Geriatrics Society. He is also an active member of the National Institutes of Health Council of Councils and the Liaison Committee on Medical Education, reflecting his commitment to improving health outcomes at the national level.

Dr. Moutons primary research interests focus on women's health, health disparities, late-life domestic violence, and aging. He was a co-investigator for the Womens Health Initiative, a groundbreaking study aimed at understanding the health of women across the United States.
